Low Income Home Energy Assistance Program (LIHEAP)

Subsidy – This program usually runs the month of November and the first part of December. Applications are take in alphabetical order based on the individual’s last name. No cut off notice or eviction notice is required to get assistance from this program.  The only requirement is that the individual be income eligible and be responsible for home heating cost, either directly or as an undesignated portion of their rent.   Electric, natural gas, propane (LP Gas), kerosene, wood and rent (if utilities are included in rent) are the type of payments we make through this program.  Amount the individual is eligible for is based on their income, number in the household, type of heat they have and if they are in subsidized housing. 

Crisis – This program usually starts the first part of January and runs until March 15 or until the funding runs out, which ever comes first.  With this program an individual must be income eligible, have a cut off notice from their utility company or be within 4 days of running out of propane, kerosene or wood.   If their utilities are part of their rent, they must have an eviction notice.  There is a cap on the dollar amount an individual can receive from this program.  They may be able to come back a couple of times for assistance, as long as they have not exceeded the dollar amount they are eligible for.

Summer Cooling – The program is not funded every year, only when additional LIHAP funds are authorized due to excessive heat.    The program is designed to provide eligible households with one-time payment on their electric.  Households who have a member that is at risk may also be eligible for an air conditioner.  To qualify for this program an individual must be income eligible and responsible for home cooling. 

WINTER CARE

This program is funded by individuals who make donations to the Winter Care program through their local utility company.  To be eligible for assistance through this program an individual must be income eligible and have a disconnect notice or be past due on their bill.  This program runs as long as there is money available.   

WEATHERIZATION

This program provides necessary home repairs to prevent heat loss.  When necessary they may also repair or replace heating systems.  Eligibility for this program is based on income.  Low-income homeowners and renters are eligible to apply.

 SELF-SUFFIENCY PROGRAM

The Self-Sufficiency Program is funded by United Way of the Bluegrass.  It assists individuals who are getting their education and are faced with a need that is not covered through other agencies or programs.

This program also used to assists individuals who are in temporary crisis situations and who fall through the cracks for assistance through other programs.    If there are no other resources available we try to help alleviate the crisis situation. 

 AIR CONDITIONER LOAN PROGRAM

This program is funded through private donations from the community.  The program loans air conditioners to individuals with medical needs.  Individuals must bring in a doctors statement that tells why the individual needs an air conditioner.  They must also bring in their income proof.  Those with the highest medical priority are loaned air conditioners for the summer. 

USDA COMMODITY FOOD PROGRAM FOR THE ELDERLY

This is a supplemental food program for income eligible elderly individuals.  Each month individuals who are qualified receive such items as evaporated milk, canned vegetables, canned fruit, canned juice, canned meat, peanut butter, cereal, pasta or rice, cheese and powdered milk.

In talking with individuals we try to make sure they are aware of services that are out there to assist them and where they can go to apply for that service.

VOLUNTEER NEEDS

Volunteers are needed once a month to help box commodities for the elderly.  This is usually done in the afternoon and involves around 3 hours of your time.
