KY-ASAP SCOTT COUNTY LOCAL BOARD:

The Kentucky Agency for Substance Abuse Policy (KY-ASAP) Scott County Local Board is an organization that was originally instituted by the Patton administration to ensure that all local substance abuse policy was efficient in it's use of money, time and policy in limiting substance abuse and use in our communities.  Governor Fletcher made KY-ASAP even more a part of state government when his administration brought it under the umbrella of the Justice and Public Safety Cabinet, Office of Drug Control Policy.  ASAP is engaged in local policy making(including education, prevention and treatment areas of alcohol, tobacco and other drugs,ATOD). ASAP is not directly involved in implementation but is strictly an oversight agency for  policy making.  The local Scott County ASAP board was fostered in it's conception and infancy by the Georgetown-Scott County Community Connection in 2002.  After much hard work and dedication by members of the Connection board, the Local Board became a reality in 2003.  Our funding is from the state based on a yearly budget and grant application process with our fiscal agent being Scott County Fiscal Court.  Judge Executive George Lusby was the person responsible for asking Connection to foster the Scott County ASAP board and we have been fortunate to continue to have the support and encouragement from Judge Lusby and the entire fiscal court.  $2.3 million of Tobacco Settlement money had previously been appropriated by the state Legislature to fund the initiatives of ASAP and is distributed among the existing ASAP’s through a grant application process.  The ASAP program identifies community partners that are also involved in the ATOD issues as Champions groups and in Scott County our Champions group is SCAD(Scott Countians against Drugs).  ASAP and SCAD work hand-in-hand to identify and pursue prevention of substance abuse in Scott County.  These two agencies, along with many other very concerned entities/partners,  are ever vigilant in their pursuit of a healthy, productive and safe population and community.   

The Scott County Local Board held its initial meeting on October 15th, 2003 but preliminary work began as early as August 2002. The Scott County Local Board was awarded a $50,000 start up grant from the state. The Local Board serves as a policy board, meeting regularly, to address community needs and resources related to substance abuse prevention, treatment, and law enforcement. The board operates by a Strategic Plan developed by local community members, based on identified community needs. The Board continues to assess local needs, identify local resources and strive to improve the Scott County community for our children and families.

Members of the board and the agency/organization they represent include Board Chair, Maureen Prather, Early Childhood Education; Vice Chair, Dr. Julie McKee, WEDCO District Health Department; Secretary/Treasurer, Tom Colceri, Toyota Motor Manufacturing; Mike Wright, Scott County Fiscal Court; Karri Coburn, Comprehensive Care Center; Jan Sharpe, Family Resources/Youth Service Centers; Renee Holmes, Scott County Schools; Tiffany Squire, Community Based Services; Rogell Blankenship, City of Georgetown; Janie Wechman, Scott Countians Against Drugs; Jared Hollon, Mayor of Stamping Ground; Nancy Brown, Library Board; Chief Greg Reeves , Georgetown Police Department; Jennifer Fairchild, Georgetown College; Agness Reeves , 14th Judicial Circuit Intensive Criminal Offender Probation; Jimmie Persley, Director of AMEN House; Doris Cooper, Retired teachers; Don Dickson , Retired Teachers/AARP; Brandon Hurley, Bluegrass Prevention Center and Sadieville Mayor, Rob Wagoner

  In September of 2005 we hired Vickie Moore as the Coordinator of our local board.  Vickie brings to our board a wealth of knowledge about our community and also state government.  She has been a community volunteer for many, many years serving on several boards, councils and committees in a variety of community forums.  Vickie retired from state government and is very knowledgeable of how communities work to bring about resolutions to further enhance the health and wellbeing of our citizens and community.  She understands how the government process operates on  state and local levels.  Vickie states that she "is a proud native citizen of Scott Countian agreeing with  Judge Lusby in thinking that Georgetown/Scott County is one of the BEST places to live and especially to raise children. I am also proud of the fact that my family goes back generations in Scott County and have been contributing members of the community from farming the land to working in local industry and service oriented work."

  KY-ASAP has two main goals: to facilitate community involvement and investment in identifying and addressing local substance abuse problems; and to combine local community information with statewide data to better understand community problems and service needs and maximizing statewide resources to help address community needs

Scott County ASAP recently partnered with the WEDCO Health District in sponsoring a Public Health Needs and Assessment forum over a two day time period involving many local leaders from a variety of agencies, governments, businesses and organizations.  Scott County ASAP partially funded this forum out of which came a wealth of information concerning public health in all venues.  The local board wants to be involved in all ATOD issues and invites all agencies, organizations, government and private entities to please contact Vickie Moore if you have any ATOD issues, workshops, conferences, etc that ASAP could be involved in.

3/6/06Scott County ASAP presented checks to three local agencies for their efforts in the areas of substance abuse education and prevention.  ASAP allocated $4000 to SCAD for their Strengthening Families in- school program, $5000 to WEDCO for their Community Forum for Public Health Issues and $5389 to the Georgetown Police Department for a child-oriented robotic, remote-controlled supersize car and driver to enhance the interaction with children for outreach purposes on safety issues which include substance abuse prevention.   The ASAP board felt like these all were worthy causes in that the goal is to always work towards a safe and healthy community and that always includes keeping abreast of any issues facing our community.
